Just started managing a difficult team, how do i turn it around?

Hi guys,
I'm going to cut to the chase, here's my problem
I started managing Gold Coast United of the Australian League about 3 weeks ago.
The club is 4.5million in debt and only has 21 players.
It also loses between 200k-500k per round.
Because I cannot drop under 21 players, I cannot simply sell players to make money!
What should i do?

when u play at home money will be added into your club account but when playing away money will be deducted
