In my gameworld I have 12 outstanding bids for players that are managed, all 12 managers have been online and not responded to my bids. What is the point is this? Why managed club then not deal with transfers? I think there should be a time limit to respond to a transfer like 7 days or something then it auto accepts it. Can't have people ignoring bids, it's discourages people to play the game.
I agree its annoying, but to have the bid accepted if they do not respond is stupid as they might not come online for 2/3 weeks and lose players they didn't want to sell.
Also, there is a time limit of 15 days, after that it gets rejected.

yes this is the most frustrating part of the game, u want to improve ur squad by trying to make transfers and other managers not replying to a transfer bid

There's a couple of possibility to this.
1) They might be considering whether or not they will sell the player. After a while, they may forgot about this deal. Around 10days later, the deal will be automatically declined as there is no agreement to sell the player from the owner.
2) They might be inactive. There are some clubs which are managed but their managers are inactive, some of them log in only to prevent themselves to get kick automatically after 30days. However, whenever there come on, they will be loaded with tons and tons of messages like injuries news, suspension news,result from matches etc. This may cause the manager to not notice your deal.
3) Some manager simply refuse to negotiate or decline the deal even if they do not want to accept it. They may be afraid to press decline, and cause the deal to go on without any news.
