Advanced rules in my free custom game world

Hi, i created a new game world and set there very rich economy and 300m starting balance. When i submit all rules and starting to invite my friends, on advanced rules page i see poor economy and default balance. We have already taken weak clubs and don`t now what to do now. Can You solved this problem as Championship haven`t already started?

I had this problem aswell mate, set the balance at £30mil and it turned out to be default, reported it as a 'bug' and all I got in reply was 'you cannot change the budget/balance..defeats the point of the option
