because it is the job of the SMFA to check the deal and agree or disagree with it.The deal is not only between the two teams. Whenever you sign a deal the chairman of that club and your chairman including the SMFA has to agree with it

The SMFA can and will block any transfer that they deem is unusual and/or dubious. However, this does not mean that the SMFA have accused you of cheating, as they have only blocked it to ensure the Game World remains fair. If the SMFA have blocked you from conducting transfers with another manager, they will not reverse their decision and it is advisable to look elsewhere to conduct your transfers.
