In one of my game world, Arjen Robben value was 25.7M and the user who managed the club accepted an offer worth in access of 63M. Is this considered illegal? I need an explanation for this.
Depend on the buying club regarding how much cash (Chairman maximum allowed), he would offered to make the selling club willing to sell of his top player. I do not see why it is illegal.
If Robben was your player and someone offered you 25.7m for Robben, would you be willing to sell him? how about offering you 63m and would you consider selling him now?

Certainly it is not considered illegal unless you believe that the two managers are making dubious transfers on purpose.
If you go to Transfers > All Transfers when logged into your club then there is the option to report any illegal deals. There is a link on the left of this screen for Report Cheating which explains this.
