Soccer Manager believes that most of the answers to your questions are covered within our Help.

Question
A custom league owner has stopped visiting SM. No-one new can join. What can i do?

the league owner has not visited since 31 may. With only 4 people left in the league inc. me, unless more people can join, the league will soon have no more managers. I have already sent him a message with no reply. what can i do?
Answers
It may be put into the Pre-Owned Game Worlds list after a certain period of time where you will then be able to purchase the league via the SM Shop.
