Additional Details
SM removed a manager from my game world because he was managing multiple clubs in the game world from the same account. Since then a newly signed-up manager with the same name as the one removed has taken control of one of those clubs he was removed from. Is this allowed?
As he has been punished, and presumably is now just using the one account, he is not breaking the rules.
If you spot any suspicious activity involving him and any "new" managers though, be sure to report it and refer to the fact he has been removed in the past with a different account.

SM reserves the right to ban, punish, or suspend any accounts they deem are cheating. Therefore, it is not against any rules.
