i have got a few players unhappy with lack of games in one of my leauges, but i am not willing to start them every week as i have got alot better players than them, but i want to keep them for back up
If they are not the highest rated players in your position they should not expect to play all the time.
If you rotate them (start them against weaker opponents, bring them on when you are winning games as subs, and in cup games) then you should be able to retain fringe players. You could also loan them out if you don't fancy doing any of that.
It is when you have three or four players in each position it gets harder to keep all the players you want to.
