How do SM justify giving Steven Gerrard a ratings decrease!?

Steven Gerrard has been in great form for both club and country over this past 6 months. Being Englands only stand out player in the world cup and carrying Liverpool with amazing performances all season - he scored a hat trick in 20 mins against Napoli!! Just want to know why SM has given him a ratings decrease?

Absolute joke, if Gerrard is going down by 1 rating, surely Wayne Rooney or Rio Ferdinand for example will be going down 2 or 3.
