You can either do a part exchange deal in exchange for 2 players or you can do it for 1 or 2 players and cash so you get more cash.

If you have 21 players and you are in debt, then :
1) you cannot sell a player with only cash offer.(so, if you receive an offer from umanaged club, which are always cash offers, or an only cash offer from managed club, then you cannot sell the player because you will have less than 21 players)
2) you will not be able to buy any player, due to bankruptcy.
3) the choices/options you actually have is to try to sell your players, using:
(a) a part-exchange deal only OR
(b) a part-exchange deal with cash offer too.
If you select the first option(a) then you will be able to sell 1 player after the transfer is completed, because your squad will have 22 players.
