when can i manage up20 3 clubs in soccer manager?

i am currently level 62 and i think i should be able to manage atleast 3 clubs by now, how do i still only have two slots??

see if you are a gold manager or a long time then they will give you an extra spot but im not sure how long do you need to be a gold manager for

Unfortunately your reputation level doesn't matter when it comes to managing more clubs. As long as you don't purchase Gold management or extra clubs slots till then you will have to stick with 2 only.
