    because the mods don't care. I have just reported multiple accounts and they weren't at all interested. Maybe we should all cheat and ruin the game for everyone else?

    You can report illegal transfers via All Transfers.

    If this is not what you mean though then you would need to email support[at]soccermanager.com

    (change the "at" to the at symbol)
