Manager with Multiple Accounts but not in the same game world

Additional Details
In Gold 134 game world I manager Seattle.
Another manager (Barcelona) in this game world has used a second account, to stop an accepted player transfer. They did this by briefly taking over the selling team, thereby stopping the transfer, and then resigning straight away. Because they resigned so quickly, I am not able to report this manager for having multiple accounts.
I tried to report the issue using the 'bugs' system but it is being ignored by the SMFA.
Any tips / help most appreciated. Thanks.

What is the name of the manager? I have had quite a few dodgy transfers from multi-account managers reversed before.
