I would like to know who decided that Zdravko Kuzmanović of Stuttgart ha gone down in rating?

I would like to know what are the reasons for this player going down in rating please. I dont believe theres any justifacation in the decision. He has scored 6 goals in 19 games in the league and is clearly one of their better players yet certain players have stayed the same rating when they dont deserve to EG - Jeremy Menez of Roma has only scored 3 in the league this season from the wing yet he went up one
