What happens when a custom game world owner private locks the game world and then leaves?

Additional Details
In my game world the owner private locked the game world then he left. Now the game world is owned by soccermanager.com but it is still private locked. This is virtually shutting down the game world as every manager leaves one by one. When there is one or less managers the game world closes. This means people such as me are deprived because as a long term player of this game world I don't want it to shut down.
Answers
A Game World can become locked if it is a Custom Game World and it is administered by the SMFA. It will only become open once again if the Custom Game World owner reclaims the Game World or it is purchased as a pre-owned Custom Game World.
