all my transfers are blocked but I use the same computer and my brother in the same game world, how can i aviod transfer blockage?

    ALL of your transfers? This seems unlikely.

    You should only be blocked from dealing with individuals; such as your brother.

    You just need to target some different players who are not owned by managers sharing computers/IP addresses and make sure your offers are not excessive.
