Why are there two different values of the same player by the same chairman?

I recently tried to buy M Hummells from Doncaster Rovers (another manager, work colleague) in my game world. I offered 2 players in exchange for him. on the "making offer to other club" screen it showed his chairman valuing player A 16m and B 12m My chairman rated them lower but then my squad is bigger and better than his. I made the offer thinking £28m for him is a fair price. He clicked on the offer and looked at each player individually as he didnt know them. Now player A only worth 12m and B 8m (according to his screen and his chairmans value)so he went to negotiate the deal. He clicked on negotiate, asked for the same two players and £6m cash to make £28m (A figure verbally agreed as we work together). He said to me that he was going to reject my offer and make me one that added up to £28m. I was confused as that was what i offered. he showed me the screen and sure enough there were the lesser values. UNTIL he actually clicked on make offer to club and then the original figures came back on the screen and suddenly he was asking for £34m in total!
How does this happen?
With all the going back and forward SMFA blocked the deal!!! But I want SMFA to know that this is potentially a problem. They have told me that different chairmen have different values. I have been playing this game a while but I dont understand how me offering a player and seeing a value that his chaiman is saying will differ from another screen where the manager looks at the player himself.
Please explain SM have tried and failed

    I think you need to persist with SM if they are not able to explain the issue regarding player value.

    The SMFA can and will block any transfer that they deem is unusual and/or dubious. However, this does not mean that the SMFA have accused you of cheating, as they have only blocked it to ensure the Game World remains fair. If the SMFA have blocked you from conducting transfers with another manager, they will not reverse their decision and it is advisable to look elsewhere to conduct your transfers.
