I'm currently in a 4 league game world, with about 20 mates. I want to drop down to div 3, can I just resign and choose a lower league club?

As iv won everything bar a play off I want to manage a lower league team but stay in the same game world without creating a new account. Is it possible?

If it is not a Custom Game World, it might not let you re-enter. But if it is a private Custom Game World, then yes, you can do so freely so long as you know the owner and he/she accepts your invite.
