Soccer Manager believes that most of the answers to your questions are covered within our Help.

I wish I knew, under article 3(c) of the code of conduct this is a clear violation yet there appears to be no way to report it unless they are still managing the second club! This needs to be fixed.

Well, there is no rule against someone taking over a club (thereby collapsing all deals) and then resigning. The only way you could report this activity is if you believe that it is being done to the advantage of a linked account, for which you will have to report multiple accounts.
