Enable bidding for players in unmanaged clubs on custom game world

I recently created a new custom game world for friends and left the option to sign unmanaged players on. Fearing that all the top propects would be signed earlier I disabled it till the division was full.
The division is now full and I can't seem to enable bidding for players in unmanaged clubs as I have apparently exceeded the amount of times the extra rules can be changed; unknowingly of course.
I seek the help of an admin to rectify this matter urgently, please may you help as this is limiting the enjoyment of the game greatly.
Answers
Rules may only be changed at the start of the season, you must wait till the start of the new season to change this option.
