how long does it take for level 4 unhappy to move to transfer list

I have been watching a player in one of my game worlds for months who has been at level 4 unhappiness due to wages and he has not moved to the transfer market. how long is it supposed to take?
Answers
No set time, you are looking at normally about 3 months between reviews of concerns but sometimes it takes longer, sometimes less. Shortlist him and you will receive a message saying when is transfer listed by request.
