Why is Chelsea's transfer budget so low?

Additional Details

I created a custom game world. Chelsea had just 24.9 million transfer budget. In the same game world, my friends team newcastle got 30 million. This was BEFORE Chelsea signed Hazard... so basically one of richest teams in the game has less transfer budget than Mike Ashleys Newcastle :| REALISTIC
