Tried to buy a player but game is not allowing me as it says squad age would drop below 21

I think you mean "squad size". Right? Squad size cannot fall below 21 players. So if you want to buy a player from a team with only 21 players then you need to either wait until THEY buy a player (which might never happen if it's unmanaged) or find an alternative trsnsfer target.
