I joined prior to jan 14 but still cannot manage more than 2 clubs?

Additional Details

It's been 7 weeks since my registration (47 SM Rep), it says that if anyone registered before the 14th of January you're able to manage 3 clubs. I should have registered around mid December(7 weeks ago).
Did i understand it wrong or is there some sort of error?
