why the SMFA keep blocking my friend loan offers for player I dont use?

My friend, who manages LEEDS UNITED club is looking to loan a few of my players but is blocked by the SMFA every time.
Why this is happening? Why he cant loan them? these players are in no use for me at the moment but can help him a lot.

I don't think this is cheating, but correct me and explain to me if it is.

    The SMFA can and will block any transfer/loan that they deem is unusual and/or dubious. However, this does not mean that the SMFA have accused you of cheating, as they have only blocked it to ensure the Game World remains fair. If the SMFA have blocked you from conducting transfers/loans with another manager, they will not reverse their decision and it is advisable to look elsewhere to conduct your transfers/loans.

    It doesn't mean you are cheating; SM just wants to ensure that the Game Worlds are fair. In addition, the Chairman may not let you loan out players of high caliber or ones that are crucial to your squad.

    For example, you can have a squad filled with players like Sneijder, Aguero, Robben, Ramos, etc. etc., but if Ramos and Abate are your only two RBs, the Chairman will not let you loan out Abate, even though he is only rated 88 because he is a crucial backup for Ramos as he is the only backup.
