My Doncaster team has won the first div 3 years in a row and still my stadium hasnt been improved, WHY?

My stadium is filled every home game, I have over £100m in my clubs bank account and have won the 1st div 3 years running while finishing 2nd the 2 previous seasons yet my stadium hasnt been increased sice I was a 2nd div club. Stadium is currently at 23,000 which is ridiculous with the current success. I understand they dont want stadiums getting too big and unrealistic but I believe if any club had won the premiership 3 years running then the stadium would be increased to at least 40,000
