Im having trouble with both of these issues, will i be fined, will i be given a crap free-agent or do i buy more players, if i don need to buy players i only have £1M at one of the clubs and only £.5 at the other, what do i do?
^ In addition to the previous answer you will be given a player but as you suggested he will be crap, I dont know if it's the same for every club but with my division 5 teams they're always rated 60 which is the lowest rating possible, if your in a higher division it might be slightly higher but im not sure

If your squad drops below the 21 minimum or if you only have two keepers and one retires, then the SMFA will automatically meet these requirements by purchasing a player at random for your club.
Since SM notifies you before a player is about to be retired from the database, it is advisable to purchase another before he retires. If you do not do so, the SMFA will purchase one for you as I mentioned before.
