For example the manager of Aston Villa left for long enough for his players to become available for transfer. I have 450m in the bank and my chairman restricted my bid to 24m. That allowed Monaco to get him for 27m because obviously the chairman allowed more money. I'm pretty sure Monaco don't have 450m in the bank???????
The amount of cash has a small impact on what you can bid.
Of far greater impact is the "need" for the player. So if the player would have been further down your pecking order that he would Monaco's, the chairman at Monaco would allow their manager to spend more.
