How to transfer when the SMFA blocked it and its a different manager

If the SMFA blocked my transfer with another manager then the other manager quits would that mean I will be able to transfer with the club again since the other manager who I couldn't transfer with quit? and can the SMFA stop blocking my transfers with the other manager if they wanted to also if your brother and you have an account and they are both on different emails because me and my brother have different emails but we both log in at the same house because we live together is that cheating?
Answers
The SMFA can and will block any transfer that they deem is unusual and/or dubious. However, this does not mean that the SMFA have accused you of cheating, as they have only blocked it to ensure the Game World remains fair. If the SMFA have blocked you from conducting transfers with another manager, they will not reverse their decision and it is advisable to look elsewhere to conduct your transfers.
