Does a Game World which is bought by a user not monitiored by SMFA authorities?

One of the Game World I was in was controlled by a user. But he's abusing the game by buying all sorts of players from managed clubs and does not want to negotiate a transfer, and put high value of money for the interested player, which is unreasonable. Is there any action can be done?
Answers
It depends on what the Game World owner sets. They have the choice of turning on or off SMFA monitoring.
