Can I get SMFA to undo a transfer?

I would not of course ask them to do this normally, for instance if with hindsight I regretted doing a transfer.
BUT...I agreed to do a 2 part deal with a manager; i sell neymar for 25mil which I would not normally do, but then I can buy marcelo from them for 35. after the neymar deal completed I obviously tried to buy marcelo. SMFA have repeatedly blocked it, (I understand why and so on) so I have just about given up. Now all I want is Neymar back!

Can any one tell me how to get in touch with the SMFA, so if it is possible I can get the Neymar deal undone - if this is possible, which it surely is.
