how come i can only change my game world rules on turn 1 and not throughout the season?

Additional Details

i have got my own private game world and i want to turn off SMFA monitoring so i can do transfers with my mates, but when i try to change the rules it says that it has already been past turn one and i have got to wait until next season.

    It's been set up like that to prevent the game world owner to change the rules of the gameworld in his or his friends favour.

    Next season you'll be able to change that rule.
