    My experience is different from the answer previous. In my opinion there must be millions of clubs which are not on the database. However, if you request SM to add the club you think is not there, they will give consideration to adding it (although they may decide not to, if they think it is too obscure). I have had 2 clubs (Dutch 2nd division) added to the db so that I could start a CW for Dutch league with 2 divisions inc promotion and relegation.

    This sounds like an in-game Bug. You will need to report this to SM by creating a Bug ticket. There is a link on the left of this screen for reporting any in-game Bugs.
