What determines the level of tv revenue?

apart from the game world economy level what determines the amount of TV revenue you get? is it the average ratings of the teams in each divisions at the start of the GW? attendance levels? Just wondered since in one of my game worlds filled with big clubs the tv revenue for a div 5 is a lot more than a div 5 team in another setup.

It is meant to be divided up equally between all teams. I would imagine it is based upon the type of gameworld, the number of teams, and the number of divisions - but SM do not state the exact contributing factors anywhere.
