How do I find out what plans SM has?

In previous correspondence with SM I was informed that they planned to introduce the possibility of uneven divisions for new Custom Worlds (i.e. different numbers of teams in different divisions). That was months ago and nothing seems to have been changed. I would like to know if this is still planned and, if so, when I might see it. Or if it has been rejected and will not ever see the light of day. Anybody got any clues?
