Reporting Cheating Managers

Hi,

There is a manager in my game world who is persistently cheating. He has hoarded a number of players. New managers (rep of 40) join the league and straight away offer the full amount for one of his players. I've reported the transfers a number of times and they are reversed, but he persists.
Recently he sold a player twice in quick succession. It was reversed the first time but then another "new" manager joined and he sold the same player again for close to 90 million. I reported the transfer but by the time SMFA reversed it he had spent the money on buying Lahm and Ronaldo from an unmanaged club. The initial transfer was reversed but now he has that player back and he gets to keep Lahm and Ronaldo?!?! So it was well worth his while...

Is there no way of placing transfer embargoes on players who persistently cheat? Or a better way of reporting them? I', on the verge of quitting this league as it is been ruined by this guy.
