Can a transfer restriction on a custom game be lifted after turn 1?

Additional Details
My friend set up a custom game, and whilst we waited for friends to join up we stopped any transfers with unmanaged clubs.
We got to turn 1 and then tried to lift this restriction but it seems that this can't be done until the end of the season.
Is there any way around this? Is there anyway someone can lift this before the end of the season?

Game world rules can't be changed in the middle of a season. Wait for the current season to get over and then amend the rules.
