Clubs changing manager and then manager leaving

I had a bid accepted, then fell through due to club changing manager. I looked and it was unmanaged. It seemed someone took over the club then left again. Now I need to wait another 7 days to bid for the player. My concern was that someone did this just to stop my transfer going through.
Should there be a further 7 day period in this situation?

I would hazard a guess as to be yes. Its poor really. Shouldnt be too much of an issue since its unlikely did it to stop you getting the player. Happens to me in that an unmanaged club in this case bids on one of my players then gets taken over by someone who cancels the bid.
