Why wont the computer let me buy a player

i am trying to buy a player from a club that has recently lost its manager,i keep getting the message that the club is in a transitional period that could be up to 7 days.However the club has been over 9 days without a manager! I dont understand why i cant buy the player.
Answers
I expect that another manager will have taken control and then quit. Therefore the seven day period would begin again.
