A manager is pricing players more than highest value from chairman. Is this illegal?

Manager 'gennaro rambone' in Gold Championship 138 has been setting the asking price for players so high that even the highest bid value from Chairmen of clubs is lower and therefore noone can bid for the player. This should be stopped because if a player is available for transfer because he is out of contract then he should be available to bid for and managers should only be able to set the highest asking price as high as the highest value of the player.
