How do I go about reporting a player using a 2nd account to block a transfer then quitting the 2nd team?

Having won the bidding war for Neymar, the losing bidder used a second account (of the same name too!) to become the manager of Neymar's team and cancel the transfer before trying to transfer the player to his team (blocked by the SMFA). I now can't bid on the player for another 7 days as he resigned from the 2nd club straight after the SMFA blocked the transfer, so I can't even report on the multiple accounts form. The player should rightfully be mine, and he's cheated to stop it happening.
