why do all forwards have such a low valuation when i only have 1 on loan striker at my club?

i manage a wycombe wanderers team, with a very small squad, i dont own a forward, ive just sold Kone to get the money to buy a new one, and now for instance - Rooney's valuation is 29 mill, my chairmans valuation 24 mill, im trying to buy Pavlychenko his valuation is 6.1 mill, my valuation 3 mill, this cannot be right???
