Why is SM inconsistent regarding the minutes required to add new players to the database ?

I want to add another player, josh carson, to the database, however , it does not seem possible even though he has played over 600minutes, closer to 700, of 1st team football. When i try to add him i am informed that he has not played enough minutes to be added, yet there are loads of players from Man U etc... in the game without ever playing a real 1st team game. The inconsistency in this respect is laughable and ought to be made clear exactly why players are added. "at the discretion" of SM is just pathetic...
