How would you negotiate a player from a team managed by someone who only logs in to keep their club? I would be surprised if they bothered to do a deal if they don't otherwise participate.
Unless you know them. If you know these people, and know that they have no intention of playing the game again, then it would be unwise to do deals with them. There are rules against manipulating the transfer market and SM could argue that you are doing this. Deals with managers who are planning to quit, for instance, are usually reversed and the managers involved can be punished.
There are loads of Game Worlds where there are loads of very active managers. If it were me I would be tempted ot resign and join a different Game world.
